A cefalalização é considerada uma tendência evolutiva, em que o tecido nervoso, ao longo de muitas gerações, se concentra em uma extremidade de um organismo. Este processo, eventualmente, produz uma região de cabeça com órgãos sensoriais. A cefalalização está intrinsecamente ligada a uma mudança de simetria. Acompanhou o movimento para a simetria bilateral feita em flatworms, com ocelli e pinnae colocados na região principal. Além de uma concentração de órgãos dos sentidos, todos os animais de anideles também colocam a boca na região da cabeça. Este processo também está ligado ao desenvolvimento de um cérebro anterior nos cordados da notocórdia. Uma exceção notável à tendência de cefalização ao longo do avanço evolutivo é o filo Echinodermata, que, apesar de ter um antepassado bilateral, como evidenciado por sua embriologia, desenvolve-se como um animal pentaradisciplinar sem gânglios neurais concentrados ou região sensorial da cabeça. No entanto, alguns equinodermos desenvolveram simetria bilateral secundariamente. Na neuroembriologia, a indução neural do ectodermo forma um tubo neural submetido a cefalização para formar inicialmente três, depois cinco vesículas como embrião em desenvolvimento.
