O conceito de jornalismo cidadão é baseado em cidadãos públicos "desempenhando um papel ativo no processo de coleta, divulgação, análise e disseminação de notícias e informações". Da mesma forma, Courtney C. Radsch define o jornalismo cidadão "como uma forma alternativa e ativista de recopilação de notícias e relatórios que funcionam fora das principais instituições de mídia, muitas vezes como um repouso para deficiência no campo jornalístico profissional, que usa práticas jornalísticas semelhantes, mas é impulsionado por diferentes objetivos e ideais e depende de fontes alternativas de legitimidade do que o jornalismo tradicional ou tradicional ". Jay Rosen propõe uma definição mais simples: "Quando as pessoas anteriormente conhecidas como público utilizam as ferramentas de imprensa que eles têm em sua posse para informar uns aos outros". O jornalismo cidadão não deve ser confundido com jornalismo comunitário ou jornalismo cívico, ambos praticados por jornalistas profissionais. O jornalismo colaborativo também é um conceito separado e é prática de jornalistas profissionais e não profissionais trabalhando em conjunto.
