A Agência Federal de Gestão de Emergências é uma agência do Departamento de Segurança Interna dos Estados Unidos, inicialmente criada pelo Plano de Reorganização Presidencial nº 3 de 1978 e implementada por duas Ordens Executivas em 1º de abril de 1979. O principal objetivo da agência é coordenar a resposta a um desastre que ocorreu nos Estados Unidos e que supera os recursos das autoridades locais e estaduais. O governador do estado em que ocorre o desastre deve declarar um estado de emergência e solicitar formalmente ao presidente que a FEMA e o governo federal respondem ao desastre. A FEMA também fornece esses serviços para territórios dos Estados Unidos, como Porto Rico. A única exceção ao requisito de declaração do governador do estado ocorre quando uma emergência e / ou desastre ocorre em propriedade federal ou para um bem federal, por exemplo, o bombardeio de 1995 do prédio federal Alfred P. Murrah em Oklahoma City, Oklahoma ou o Transporte espacial Columbia no desastre do vôo de retorno de 2003.
