Avrupa Yatırım Bankası, 1958'de Roma Antlaşması uyarınca kurulan Avrupa Birliği'nin kâr amacı gütmeyen uzun vadeli borç verme kurumudur. Ortakları AB'nin üye devletleri olan bir "politika odaklı banka" olarak AYB, finansman faaliyetlerini "Avrupa bütünleşmesi ve sosyal uyum" yaratmak için kullanmaktadır. Avrupa Merkez Bankası ile karıştırılmamalıdır. AYB, kamuya ait bir uluslararası finans kuruluşudur ve hissedarları Avrupa Birliği üye devletleridir. Böylece üye ülkeler bankanın geniş politika hedeflerini belirler ve bağımsız karar alma organlarını denetlemektedir: yönetim kurulu ve yönetim kurulu.
