Bir insan hakları grubu ya da insan hakları örgütü, ihlallerini tespit etmek, olay verileri toplamak, analiz etmek ve yayınlamak, kurumsal savunuculuk yaparken halkın farkındalığını arttırmak ve bunları durdurmak için lobi yapmak suretiyle insan haklarını savunan bir sivil toplum örgütüdür ihlalleri. Diğer STK'lar gibi, insan hakları grupları da, vergilendirme, faaliyette bulunduğu kısıtlamalar da dahil olmak üzere, yasal olarak nitelikleri ile tanımlanmaktadır; örneğin: 1. özel girişimle kurulmuş, hükümet etkisi bulunmayan, "sivil toplum" dır ve kamusal işlevleri yerine getirmez. 2. Kâr amacı gütmeyen bir amaç taşımaktadır; bu, kuruluş tarafından kazanılan kazançların üyelerine dağıtılmadığı halde amacına uygun olarak kullanıldığı, 3. şiddeti kullanmadığı ya da teşvik etmediği ya da şiddeti teşvik etmediği anlamına gelir suçluluk ile bağlantılar ve 4. tüzük ve demokratik ve temsilci bir yapıya sahip resmi bir varlığı vardır ve ulusal kanunlar uyarınca normalde ancak her zaman gerekli olmasa da tüzel kişiliğe sahiptir.
