Bir DNA bağlayıcı baskılayıcı, promotere RNA polimerazın bağlanmasını engeller, böylece genlerin haberci RNA'ya transkripsiyonunu önler. Bir RNA bağlayıcı represör mRNA'ya bağlanır ve mRNA'nın proteine dönüşmesini engeller. Bu ifade engellenmesine baskı denir.
