Damga kanunu, belirli belgelerin devri ile ilgili bir vergi öngören herhangi bir mevzuattır. Vergi ödeyenlerin belgelerine yasal bir damga verilir ve bu belgeler yasal belgeler haline gelir. Damga cezası altında getirilen verilere damga vergisi denir. Bu vergilendirme sistemi, yeni bir vergi formu bulmak için halka açık bir rekabetin ardından Hollanda'da ilk kez 1624'te tasarlandı. Çeşitli ürünler, oyun kartları, patent ilaçları, çekler, ipotek, sözleşme ve gazeteler de dahil olmak üzere pul müdahaleleri ile karşılanmıştır. Her ne kadar sabit bir miktarın ödenmesi ya da yapışkan pulların satın alınması ile ilgili yöntemler daha pratik ve yaygınsa da, öğelerin görevin ödenmesinden sonra genellikle onaylanmış devlet dairelerine fiziksel olarak damgalanmaları gerekir. Pul, Avustralya, Çin Halk Cumhuriyeti, Kanada, İrlanda, Hindistan, Malezya, İsrail, Birleşik Krallık ve Amerika Birleşik Devletleri gibi birçok ülkede uygulanmaktadır. İngiltere, Yedi Yıl Savaşında Fransa üzerinde zafer kazandıktan sonra gazetelerden yasal belgelere, hatta kartlara kadar her türlü belgenin bulunduğu küçük bir Damga Yasası çıkarıldı.
