Dönüşüm, bir kullanımın adil kullanım testinin ilk faktörünü karşılıpalmayacağına karar vermede önemli bir konudur ve genellikle, kullanımın adil olup olmadığının belirlenmesinde kritik önem taşır; ancak herhangi bir faktör dispositif değildir.
