Müftülük, bir eyalette veya ülkede, özellikle ustaları arasında, İslam diniyle ilgili, özellikle halkın talep ettiği fetvalarla ilgili önemli kararlar alması için tanınan ve takdir edilen bir bilim adamı, kişi veya görevlidir. Bu nedenle Müftü, bir ulus veya devletin İslam dininin direği olan bir İslam dini danışmanı olarak görülebilir. Müftülüğün her biri kendi isminden önce bir çağrı veya takma ad alır. Her zaman kullanılan başlık "hoşgörü" anlamına gelen "Sahibus Samahah" dır. Çünkü müfettiş, herhangi bir fatwa yayınlamakla yükümlü olan kişiyle eşitlendiği için iyi bilinir.
