Спільним перевізником у країнах загального права є особа або компанія, яка транспортує товари або люди для будь-якої особи чи компанії і яка несе відповідальність за будь-яку можливу втрату товару під час перевезення. Спільний перевізник пропонує свої послуги широкій громадськості за ліцензією або повноваженнями, наданими регулюючим органом. Як правило, регулюючий орган надавав "міністерський авторитет" законодавством, що його створив. Регуляторний орган може створювати, тлумачити та застосовувати свої правила до спільного перевізника з незалежністю та завершеності, якщо він діє в межах відповідного законодавства. Загальний перевізник відрізняється від контрактного перевізника, який є перевізником, який транспортує товари лише для певної кількості клієнтів, і який може відмовити у перевезенні товарів для будь-якого іншого та приватного перевізника. Спільний перевізник повинен самостійно надавати послуги широкій громадськості без дискримінації за «громадську зручність та необхідність». Спільний перевізник повинен додатково продемонструвати регулятору, що він "підходить, бажає та може" надавати ті послуги, для яких йому надано повноваження.
