У політичній науці ініціатива є засобом, за допомогою якого петиція, підписана певною мінімальною кількістю зареєстрованих виборців, може примусити громадськість проголосувати. Ініціатива може мати форму прямої ініціативи або опосередкованої ініціативи. За безпосередньої ініціативи, захід прямо подається на голосування після подання петиції. У непрямої ініціативи міра спочатку передана законодавчому органу, а потім виноситься на голосування лише тоді, коли це не буде прийнято законодавчим органом. Голосування може здійснюватися за пропонованим статутом, зміною конституції, зміною статуту чи місцевим розпорядженням або просто зобов'язує виконавчу або законодавчу владу розглянути предмет, подаючи її на порядок денний. Це форма прямої демократії.
