Вона була створена в Soldiering - The War Covenant, UK: Міністерство оборони, квітень 2000 р., І зараз увійшов до політичного дискурсу як спосіб вимірювання того, чи уряд та суспільство в цілому виконують свої зобов'язання щодо підтримки збройних сил. Пакт - термін, який в основному використовується британською армією, іншими британськими збройними силами та засобами масової інформації стосовно питання про належні гарантії, винагороду та компенсацію військовослужбовцям, які ризикують своїм життям згідно з військовими порядками, отриманими від політики обраної цивільний уряд.
