Тоталітаризм або тоталітарна держава - це концепція, яку використовують деякі політологи, щоб описати політичну систему, в якій держава володіє повною владою над суспільством і прагне контролювати всі аспекти суспільного та приватного життя, де це можливо. Концепція тоталітаризму була вперше розвинена в позитивному значенні 20-х років веймарським німецьким юристом, а пізніше фашистським академіком Карлом Шміттом та італійськими фашистами. Шмітт використовував цей термін, "Тоталастат" у своїй впливовій роботі на правовій основі всемогутній державі. Концепція стала помітною в західному антикомуністичному політичному дискурсі під час ходу "холодної війни", з метою висвітлення сприйманих подібностей між нацистською Німеччиною та іншими фашистськими державами, з одного боку, та державами Радянської компартії з іншого. Інші рухи та уряди також називаються тоталітарними. Лідер історичного іспанського реакційного консервативного руху, названий іспанською конфедерацією автономного права, заявив про свій намір "надати Іспанії справжню єдність, новий дух, тоталітарну державу ..." і продовжував говорити: "Демократія - це не кінець а засіб для завоювання нової держави.
