Er diente auch als Zivil- und Militärgouverneur in Irland und Indien; An beiden Orten brachte er erhebliche Veränderungen mit sich, darunter das Act of Union in Irland und den Cornwallis Code und die Permanent Settlement in Indien. Geboren in einer aristokratischen Familie und erzogen in Eton und Cambridge, trat Cornwallis der Armee im Jahre 1757, sehen Aktion im Siebenjährigen Krieg. Nach dem Tod seines Vaters im Jahre 1762 wurde er Earl Cornwallis und trat in das House of Lords ein. Von 1766 bis 1805 war er Oberst des 33. Regiments des Fußes.
