Während theoretisch diese Definitionen im Gegensatz sind, ist in der Praxis die Unterscheidung historisch verschwommen. Das politische System des klassischen Athens zum Beispiel gewährte demokratische Staatsbürgerschaft einer Eliteklasse freier Männer und schloß Sklaven und Frauen aus politischer Partizipation aus.
