In der Antike waren Zöllner (griechisch τελώνης telōns, lateinischer publicanus (singulär), publicani (Plural)) öffentliche Auftragnehmer, in denen sie oft die römischen Legionen und Militärs lieferten, die Sammlung von Hafenaufgaben verwalteten und öffentliche Bauvorhaben beaufsichtigten. Darüber hinaus dienten sie als Zöllner für die Republik (und später das Römische Reich), Bieten auf Verträge (aus dem Senat in Rom) für die Sammlung von verschiedenen Arten von Steuern. Wichtig ist, dass diese Rolle als Zöllner bis spät in die Geschichte der Republik (v. 1. Jahrhundert v. Chr.) Nicht betont wurde. Die Zöllner waren gewöhnlich von der Klasse der Gleiche. Auf dem Höhepunkt der Republik-Ära der Provinz-Expansion (etwa das 1. und 2. Jahrhundert v. Chr. Bis zum Ende der Republik) war die römische Steuerwirtschaft System für die publicani sehr rentabel. Das Recht, Steuern für eine bestimmte Region zu sammeln, würde alle paar Jahre für einen Wert versteigert werden, der (theoretisch) die in dieser Region zur Verfügung stehende Steuer erhoben hat. Die Zahlung nach Rom wurde als Darlehen behandelt und die publicani würden am Ende des Sammelzeitraums Zinsen auf ihre Zahlung erhalten.
