According to the common terminology one differentiates quantity control and value control. A value-added tax is a tax on the price of the commodity under consideration or the value of a transaction and not on the quantity bought. Value taxes are levied as a percentage mark-ups or mark-ups of sales, income or customs value. If, for example, a good is burdened with a turnover tax rate of τ, a consumer price of value-added taxes has the advantage that they grow with the inflation-induced rate of the monetary amounts. This is not the case for volume control. In order to compensate for the inflation rate, therefore, no tax increases are necessary, which are difficult to convey by the politicians. That is why the major taxes are nowadays taxes. In the case of progressive taxes, the above-mentioned revenue effect is even more pronounced. Thus the legislature can even announce "tax reductions", in which it only surrenders those increases, which in the previous years by the cold progression have been taken. A distinction must be made between the gross taxes and the net taxes.

Eine Wertsteuer ist eine Steuer auf den Preis des betrachteten Gutes bzw. den Wert einer Transaktion und nicht auf die gekaufte Menge. Wertsteuern werden als prozentuale Aufschläge oder Abschläge von Umsatz, Einkommen oder Zollwert erhoben. Wird ein Gut zum Beispiel mit einem Umsatzsteuersatz von τ belastet, ergibt sich ein Konsumentenpreis von Wertsteuern haben den Vorteil, dass sie mit der inflationsbedingten Rate der Geldgrößen mitwachsen. Dies ist bei den Mengensteuern nicht der Fall. Um die Inflationsrate auszugleichen sind also keine Steuererhöhungen notwendig, die von der Politik schwer zu vermitteln sind. Deswegen sind die bedeutenden Steuern heutzutage Wertsteuern. Bei progressiven Steuern ist der beschriebene Aufkommenseffekt noch ausgeprägter. So kann der Gesetzgeber sogar „Steuersenkungen“ verkünden, bei denen er nur jene Mehreinnahmen zurückgibt, die in den Vorjahren durch die kalte Progression eingenommen worden sind. Zu unterscheiden sind Bruttowertsteuern und Nettowertsteuern.
