निवासियों या ईरानियों के लिये व्यवहृत हुआ है मुसल-
मान ऐतिहासिकों ने भी इसको प्राचीन पारसीकों का नाम
माना है । प्राचीन काल में फारस के सरदारों का 'पहृ-
लवान' कहलाना भी इस बात का समर्थक है कि पह्लव
पारसीकों का ही नाम है । शाशनीय सम्राटों के समय में
पारस की प्रधान भाषा और लिपि का नाम पह्लवी पड़ चुका
था । तथापि कुछ युरोपीय इतिहासविद् 'पह्लव' सारे पारस
निवासियों की नहीं केवल पार्थिया निवासियों पारदों— की
अपभ्रश संज्ञा मानते हैं । पारस के कुछ पहाड़ी स्थानो में
प्राप्त शिलालेखों में 'पार्थव' नाम की एक जाति का उल्लेख है ।
डा० हाग आदि का कहना है कि यह 'पार्थव' पार्थियंस
(पारदों) का ही नाम हो सकता है और 'पह्लव' इसी
पार्थव का वैसा ही फालकी अपभ्रंश है जैसा आवेस्ता के
मिध्र (वै० मित्र) का मिहिर । अपने मत की पुष्टि में ये
लोग दो प्रमाण और भी देते हैं । एक यह कि अरमनी भाषा के ग्रंथों में लिखा है कि अरसक (पारद) राजाओं की
राज-उपाधि 'पह्लव' थी । दूसरा यह कि पार्थियावासियों को
अपनी शूर वीरता और युद्धप्रियता का बडा़ घमंड
था, और फारसी के 'पहलवान' और अरमनी के 'पहलवीय' शब्दों का अर्थ भी शूरवीर और युद्धप्रिय है ।
रही यह बात कि पारसवालों ने अपने आपके लिये यह संज्ञा
क्यों स्वीकार की और आसपास वालों ने उनका इसी नाम
से क्यों उल्लेख किया । इसका उत्तर उपर्युक्त ऐतिहासिक यह
देते हैं कि पार्थियावालों ने पाँच सौ वर्ष तक पारस में राज्य
किया और रोमनों आदि से युद्ध करके उन्हें हराया । ऐसी
दशा में 'पह्लव' शब्द का पारस से इतना घनिष्ठ संबंध हो
जाना कोई आश्चर्य की बात नहीं है । संस्कृत पुस्तकों में
सभी स्थलों पर 'पारद' औक 'पह्लव' को अलग अलग दो
जातियाँ मानकर उनका उल्लेख किया गया है । हरिवंश पुराण
में महाराज सगर के द्वारा दोनों की वेशभूषा अलग अलग
निश्चित किए जाने का वर्णन है । पह्लव उनकी आज्ञा से
'श्मश्रुधारी' हुए और पारद 'मुक्तकेश' रहने लगे । मनुस्मृति के अनुसार 'पह्लव' पारद, शक आदि के समान आदिम क्षत्रिय
थे और ब्राह्मणों के अदर्शन के कारण उन्हीं की तरह
संस्कारभ्रष्ट हो शूद्र हो गए । हरिवंश पुराण के अनुसार
महाराज सगर न इन्हें बलात् क्षत्रियधर्म से पतित कर म्लेच्छ
बनाया । इसकी कथा यों है कि हैहयवंशी क्षत्रियों ने सगर के
पिता बाहु का राज्य छीन लिया था । पारद, पह्लव, यवन,
कांबोज आदि क्षत्रियों ने हैहयवंशियों की इस काम में सहायता
की थी । सगर ने समर्थ होने परह हैहयवंशियों को हराकर
पिता का राज्य वापस लिया । उनके सहायक होने के कारण
'पह्लव' आदि भी उनके कोपभाजन हुए । ये लोग राजा
सगर के भय से भागकर उनके गुरु वशिष्ठ की शरण गए ।
वशिष्ठ ने इन्हें अभयदान दिया । गुरु का बचन रखने के लिये
सगर ने इनके प्राण तो छोड़ दिए पर धर्म ले लिया, इन्हें
क्षात्रधर्म से बहिष्कृत करके म्लेच्छत्व को प्राप्त करा दिया ।
वाल्मीकीय रामायण के अनुसार 'पह्लवों' की उत्पत्ति वशिष्ठ की गौ शबला के हुंभारव (रँभाने) से हुई है । विश्वामित्र के द्वारा हरी जाने पर उसने वशिष्ठ की आज्ञा से लड़ने के
लिये जिन अनेक क्षत्रिय जातियों को अपने शब्द से उत्पन्न
किया 'पह्लव' उनमें पहले थे ।
२. एक प्राचीन देश जो 'पह्लव' जाति का निवासस्थान था ।
वर्तमान पारस या ईरान का अधिकांश ।
विशेष— फारसी कोशों में 'पह्लव' प्राचीन पारस के अंतर्गत एक
प्रदेश तथा नगर का नाम है । कुछ लोगों के मत से इस्फाहाल,
राय, हमदाल, निहाबंद और आजरबायजान का सम्मिलित
भूभाग ही उस काल का 'पह्लव' प्रदेश है । पर ऐसा होने से
'पह्लव' को मीडिया या माद का ही नामांतक मानना पडेगा ।
परंतु किसी भी पारसी या अरब इतिहास लेखक ने उसका
'पह्लव' के नाम से उल्लेख नहीं किया है । पारद और पह्लव
को एक कहनेवाले युरोपीय विद्वान् 'पह्लव' को पार्थिया प्रदेश
का ही फारसी नाम मानते हैं । संस्कृत पुस्तकों में जिस तरह
जाति के अर्थ में 'पह्लव' का साधारणत: पारस निवासियों के लिये प्रयोग हुआ है उसी तरह देश अर्थ में भी मोटे प्रकार
से पारस के लिये ही उसका व्यवहार हुआ है ।
