However, it also interprets that 'one without Buddha-nature (regeneration) can not be sacrificed forever' and also there is no one who can not be Buddhist in the Tendai sect. 무일불성불 법화경 방편품에 나오는 말. ‘만일 법을 듣지 않으면 한사람도 성불하지 않는다.‘ 즉 법을 들으면 모든 사람이 성불한다는 뜻으로 일승의 사상을 나타낸다. 그러나 ‘불성이 없는 하나(중생)는 영구히 성불할 수 없다’는 뜻으로도 또한 천태종에서는 ‘누구든지 성불하지 못하는 이가 없다’고도 해석한다.
