Free education Free education is provided without having to pay any expenses to the student. In general, institutionalization is often carried out in the course of compulsory education. However, compulsory education does not necessarily coincide with free education, and there are many tendencies to do in public elementary schools. The degree of free education varies according to the political, economic, social, and cultural conditions of the country, but is common in that at least the entrance fee and tuition fees are exempted. In the case of Korea, the Constitution stipulates that the compulsory education is free, which means that the tuition fee is not paid. In reality, however, not only the exemption of entrance fees and tuition fees but also the free supply of textbooks and the conversion of school lunches and training fees into national treasury are also taking place. The elementary school free compulsory education was carried out from 1959. Since 1985, it has provided compulsory education for junior high school students in books and wallpaper areas.
