The term "public enterprise" refers to State Organizations operating in the economic field, generally through the use of public resources, while changing from state to state. In Turkey, the expression of public economic enterprises was first used in 1961 Constitution. In the Decree No. 233, the KITs are subject to a dual separation as economic state entities and public economic entities, and are defined as follows: ▪ "State enterprise"; is the common name of the economic state organization and the public economic organization. ▪ Economic State Entity "Entity": State economic entrepreneur established entirely in the State to operate in accordance with the commercial principles in the economic field. ▪ Public enterprise "Establishment"; All or part of the capital belongs to the State and it is a state economic enterprise which is established as a public service and which is established to produce and market basic goods and services with monopoly goods.

Kamu İktisadî Teşebbüsü kavramı devletten devlete değişmekle birlikte, genel olarak kamusal kaynakları kullanmak yoluyla ekonomik alanda faaliyet gösteren Devlet Kuruluşlarnı ifade eder. Türkiye'de Kamu İktisadî Teşebbüsleri ifadesi ilk kez 1961 Anayasası’nda kullanılmıştır. 233 sayılı KHK'de KİT’ler, iktisadî devlet teşekkülleri ve kamu iktisadî kuruluşları olarak ikili bir ayrıma tabi tutulmuşlardır ve aşağıdaki gibi tanımlanırlar: ▪ Kamu iktisadi teşebbüsü "Teşebbüs"; iktisadî devlet teşekkülü ile kamu iktisadî kuruluşu in ortak adıdır. ▪ İktisadî devlet teşekkülü "Teşekkül": Sermayesinin tamamı Devlet’e ait, iktisadî alanda ticarî esaslara göre faaliyet göstermek üzere kurulan, kamu iktisadî teşebbüsüdür. ▪ Kamu iktisadi kuruluşu "Kuruluş"; Sermayesinin tamamı veya bir bölümü Devlet’e ait olan ve tekel niteliğindeki mallar ile temel mal ve hizmet üretmek ve pazarlamak üzere kurulan, kamu hizmeti niteliği ağır basan kamu iktisadî teşebbüsüdür.
