Halk, bir milleti oluşturan çeşitli toplumsal kesimlerden veya meslek gruplarından oluşan insan topluluğuna denir. Halkı milletten ayıran en önemli fark; halk, bir toplumda halen yaşamakta olan çeşitli toplum kesimlerini kapsamaktadır. Millet ise geçmişten geleceğe doğru belirli bir soyu ifade etmektedir. Daha milliyetçi bir ifadedir ve aynı toplumda yaşayan gruplar arasındaki farklılığı öne çıkarmaktadır. Halkın belirgin özelliklerinden biri, millet olma özelliklerine veya bilincine ulaşmamış olmasıdır. Örneğin İstanbul halkı, Sovyet halkı... Bir coğrafyada yaşayanlardan bahsederken o devletin milletinden ziyade, halkından bahsetmenin daha doğru olacağı ve milliyetçi söylemleri daha geri plana itmesi nedeniyle amaca daha uygun olacağı düşünülmektedir. Nitekim bir Amerikan milletinin olmayıp bir Amerikan halkının olması buna örnektir.
