Le concept de technocratie reste surtout hypothétique, bien que certaines nations aient été considérées comme telles dans le sens d'être gouvernées principalement par des experts techniques dans divers domaines de la prise de décision gouvernementale. Un technocrate est devenu «un membre d'une puissante élite technique» ou «quelqu'un qui préconise la suprématie des experts techniques».
