Secondo la terminologia comune si differenzia tra il controllo della quantità e il controllo dei valori. L'imposta sul valore aggiunto è un'imposta sul prezzo della merce in questione o sul valore di un'operazione e non sul quantitativo acquistato. Le imposte sul valore sono riscosse come percentuali di compensazione o riduzione delle vendite, del reddito o del valore in dogana. Se ad esempio un bene è gravato da un tasso d'imposta sul fatturato di τ, un prezzo al consumo delle imposte sul valore aggiunto ha il vantaggio di crescere con il tasso di inflazione indotto dai fondi monetari. Questo non è il caso del controllo del volume. Per compensare il tasso di inflazione, pertanto, non sono necessari aumenti fiscali, che sono difficili da trasmettere dai politici. Ecco perché le imposte importanti sono oggi tasse. In caso di tassazione progressiva, il suddetto effetto sul reddito è ancora più pronunciato. Così il legislatore può persino proclamare "riduzioni fiscali", in cui solo rinuncia a quegli incrementi che sono stati presi negli anni precedenti dalla progressione fredda. Bisogna distinguere tra le imposte lorde e le imposte nette.

Dies ist bei den Mengensteuern nicht der Fall. Um die Inflationsrate auszugleichen sind also keine Steuererhöhungen notwendig, die von der Politik schwer zu vermitteln sind. Deswegen sind die bedeutenden Steuern heutzutage Wertsteuern. Bei progressiven Steuern ist der beschriebene Aufkommenseffekt noch ausgeprägter. So kann der Gesetzgeber sogar „Steuersenkungen“ verkünden, bei denen er nur jene Mehreinnahmen zurückgibt, die in den Vorjahren durch die kalte Progression eingenommen worden sind. Zu unterscheiden sind Bruttowertsteuern und Nettowertsteuern.
