La flessicurezza
La flessicurezza è un modello di welfare state con una politica proattiva del mercato del lavoro. Il termine fu coniato per la prima volta dal primo ministro socialdemocratico della Danimarca Poul Nyrup Rasmussen negli anni '90. Il termine si riferisce alla combinazione della flessibilità del mercato del lavoro in un'economia dinamica e alla sicurezza dei lavoratori. Il governo della Danimarca ritiene che la flessicurezza comporti un "triangolo d'oro" con un "insieme di flessibilità del mercato del lavoro combinato con la sicurezza sociale e una politica attiva del mercato del lavoro con diritti e doveri per i disoccupati". La Commissione europea ritiene che la flessicurezza sia una strategia integrata per migliorare contemporaneamente la flessibilità e la sicurezza del mercato del lavoro. La flessicurezza è progettata e attuata in quattro componenti politiche: 1) accordi contrattuali flessibili e affidabili; 2) strategie di apprendimento lungo tutto l'arco della vita; 3) efficaci politiche attive del mercato del lavoro; E 4) moderni sistemi di sicurezza sociale che forniscano un adeguato sostegno al reddito durante le transizioni di occupazione. Tutto questo avviene in un contesto di salario minimo e di salario medio elevato, oltre a una chiara tassazione progressiva.
