Tassa pigovese
Una tassa pigoviana è un'imposta applicata ad un'attività di mercato che genera negatività negative. La tassa è destinata a correggere un risultato di mercato inefficiente, e così facendo essere uguale alle esternalità negative. In presenza di esternalità negative, il costo sociale di un'attività di mercato non è coperto dal costo privato dell'attività. In tal caso, l'esito del mercato non è efficiente e può portare ad un eccesso di consumo del prodotto. Un esempio spesso citato di tale esternalità è l'inquinamento ambientale. In presenza di esternalità positive, vale a dire ai benefici pubblici di un'attività di mercato, coloro che ricevono il beneficio non lo pagano e il mercato può sottovalutare il prodotto. Una logica simile suggerisce la creazione di una sovvenzione pigoviana per rendere gli utenti pagati per il vantaggio extra e stimolare più produzione. Un esempio talvolta citato è una sovvenzione per la fornitura di vaccino contro l'influenza. Le imposte pigre sono nominate dall'economista Arthur Pigou che ha anche sviluppato il concetto di esternalità economiche. William Baumol è stato strumentale nella definizione del lavoro di Pigou nell'economia moderna.
