Herbert Lionel Adolphus Hart è un filosofo britannico e professore di filosofia del diritto. È noto che durante la seconda guerra mondiale il servizio segreto britannico ha prestato servizio per l'MI5. Ha insegnato filosofia del diritto presso l'Università di Oxford. Secondo Hart, la legge è una somma di norme. Secondo lui, Kelsen considera le norme come la norma del "riconoscimento" o "approvazione" prendendo lezioni dai suoi errori. Inizialmente si è concentrato sul chiarimento della distinzione morale e legale alla conferenza intitolata "Legge, libertà e moralità". Lo scopo della legge è quello di proibire atti di danno agli altri, il che è molto ovvio per le sue considerazioni di interesse per l'etica. Tuttavia, si sono opposti all'equivalenza dei campi del diritto e della morale. Hart parla dell'esistenza di alcuni valori universali; secondo cui sono protetti dalla libertà individuale, dalla sicurezza e dal danno intenzionale.
