Ombudsman é um profissional contratado por um órgão, instituição ou empresa com a função de receber críticas, sugestões e reclamações de usuários e consumidores, devendo agir de forma imparcial no sentido de mediar conflitos entre as partes envolvidas. A palavra passou às línguas modernas através do sueco ombudsman, que significa "representante do povo". De fato, em 1809, surgiram na Suécia normas legais que criaram o cargo de "agente parlamentar de justiça" para limitar os poderes do rei. Atualmente, o termo é usado tanto no âmbito privado como público para designar um elo imparcial entre uma instituição e sua comunidade de usuários. Nos países de língua portuguesa, as palavras "ouvidor" e "provedor" são mais utilizadas como substitutas ao nome estrangeiro. Na Espanha, usa-se o termo "Defensor do Povo".
