Nevertheless counter-intuitive concepts are psychologically more preferred than intuitive concepts like in Von Restorff effect. Flawed understanding of a problem may lead to counter-productive behavior with undesirable outcomes. In some such cases, counterintuitive policies may then produce a more desirable outcome.
