A deficiência é a conseqüência de uma deficiência que pode ser física, cognitiva, mental, sensorial, emocional, de desenvolvimento ou alguma combinação destes. Um indivíduo também pode se qualificar como desativado se tiveram uma deficiência no passado ou seja visto como desativado com base em um padrão ou norma pessoal ou de grupo. Tais deficiências podem incluir deficiências físicas, sensoriais e cognitivas ou de desenvolvimento. Distúrbios mentais e vários tipos de doenças crônicas também podem se qualificar como deficiências.
