Bu terim Amerika Birleşik Devletleri'nden çıkmış ancak Avustralya, Kanada, Yeni Zelanda, Güney Afrika ve Nepal'e yayılmıştır. Terimin kullanımı genişledikçe kesin tanım, siyasi kültürler arasında değişmekteydi.

Sözlükteki ilk meclis tanımı, politikaları koordine etmek, adayları seçmek vb. Amacıyla bir partinin üyelerinin bir yasama odasında kapalı bir toplantı olmasıdır. Diğer komisyon tanımı, politikacıların böylesi bir bloğudur. Caucus ayrıca bir tarafın önde gelen siyasetçilerinden biridir.
