İşgücü huzursuzluğu, işverenlerin veya genel olarak iş dünyasındaki işçiler tarafından, özellikle iş anlaşmazlıklarının şiddetlendiği veya bir iş gücünün üyelerinin normal iş sürecini engelleyen ve işyerinin faaliyetlerini engelleyen endüstriyel eylemlerin olduğu durumlarda, işçi sendikaları tarafından gerçekleştirilen örgütlenme ve grev eylemlerini tanımlamak için kullanılan bir terimdir endüstriyel huzursuzluk deneniyor. Böyle bir emek eylemi kavramı, on dokuzuncu yüzyılda Amerika Birleşik Devletleri'nde, Amerikan Batı'sındaki maden çıkarları arasında en belirgin olarak görülüyordu ve Sovyetler Birliği ve Çin Halk Cumhuriyeti gibi totaliter devletler arasında YY'ın yirmiinci yüzyılda ortak kaldı; işçi sınıfının tam kontrolü isteniyor.
