Daha geniş bir anlamda mera ayrıca mera, diğer çevreleyen pastoral sistemler ve otlatma veya tarama için vahşi hayvanlar tarafından kullanılan arazi tiplerini içerir. Dar anlamda mera alanları, daha yoğun tarımsal tohumlama, sulama ve gübre kullanımı vasıtasıyla yönetilmek suretiyle meralara göre ayırt edilirken meralar meralarda öncelikle yerli bitki yetiştiriciliği geliştirilmekte, kontrollü yanma ve düzenlenmiş yoğun otlatma yoğun uygulamaları ile yönetilmektedir. Mera yönetiminde toprak tipi, minimum yıllık sıcaklık ve yağış önemli faktörlerdir. Koyun yayı, koyun serbestçe dolaşımını sağlayan bir otlak alanını ifade eder. Koyun yuvarlaklığının verimliliği alan başına koyun sayısı ile ölçülür.
