Decentralization
Decentralization is characterized when a previously absolute power is apportioned, for example, when a person or a group has a total and absolute power, and then this power is shared with other people or other groups, that is, it was decentralized and distributed. The State, through its various organs and at various levels of the federation, will be providing Direct Execution service when, within its administrative structure - ministries, departments, departments, police stations - it is the owner of the service and its executor. Thus, the federative entity will be both the owner of the service, when the provider of the same. These bodies form what the doctrine calls Centralized Administration, because it is the State itself that, in these cases, centralizes the activity. Professor Carvalho dos Santos, in his work already quoted, concludes: "Dec.-law n. 200/67, which implemented the federal administrative reform, called this grouping of direct administration organs, because the State, in the function of administer, will directly assume their charges.
