QUÉ SIGNIFICA FLEXICURITY EN INGLÉS
Flexiguridad
La flexiguridad es un modelo de bienestar social con una política proactiva del mercado de trabajo. El término fue acuñado por primera vez por el primer ministro socialdemócrata de Dinamarca, Poul Nyrup Rasmussen, en los años noventa. El término se refiere a la combinación de la flexibilidad del mercado de trabajo en una economía dinámica y seguridad para los trabajadores. El Gobierno de Dinamarca considera que la flexiguridad implica un "triángulo de oro" con una "mezcla tripartita de flexibilidad en el mercado de trabajo combinada con la seguridad social y una política activa del mercado laboral con derechos y obligaciones para los desempleados". La Comisión Europea considera la flexiguridad como una estrategia integrada para aumentar simultáneamente la flexibilidad y la seguridad en el mercado de trabajo. La flexiguridad está diseñada e implementada en cuatro componentes de política: 1) acuerdos contractuales flexibles y confiables; 2) estrategias integrales de aprendizaje permanente; 3) políticas activas efectivas del mercado de trabajo; Y 4) los modernos sistemas de seguridad social que proporcionan un adecuado apoyo a los ingresos durante las transiciones del empleo. Todo esto se hace en un contexto de salario mínimo alto y salario promedio elevado, además de un claro impuesto progresivo.
