Los consejos de formación y de empresa eran organismos locales establecidos en Inglaterra y Gales a principios de los años noventa para administrar programas de formación financiados con fondos públicos, en sustitución de la antigua Comisión de Servicios de Manpower. El primer grupo de 19 CET se puso en marcha en 1990. Los TEC gestionaron varios programas, entre ellos la formación de jóvenes y el aprendizaje moderno temprano. También promovieron la formación y la empresa empresarial con organizaciones locales. Los TEC operaban como sociedades anónimas de responsabilidad limitada e informaban sobre su progreso a la oficina de su gobierno regional. Los TEC fueron suprimidos en abril de 2001 bajo la Ley de Aprendizaje y Habilidades 2000. En Inglaterra, sus funciones, junto con las del Consejo de Financiación de Educación Adicional, fueron asumidas por el Consejo de Aprendizaje y Habilidades. En Gales, fueron reemplazados por ELWa. En las etapas finales había alrededor de 82 cada uno en promedio recibiendo entre 32 y 38 millones de libras al año.
