El jefe de distrito es la subdivisión del subdistrito y es responsable ante el Regente a través del Secretario del Distrito / Ciudad. Es nombrado por funcionarios del servicio público del Distrito / Ciudad que están calificados por el Regente / Alcalde por recomendación del Secretario del Distrito / Ciudad. La tarea del Jefe de Camat es un coordinador del gobierno que desempeña sus funciones bajo la jurisdicción del Regente, de acuerdo con las necesidades de su subdistrito, así como con otras actividades gubernamentales bajo el Reglamento Legislativo. Un subdistrito está bajo la Cabeza, pero no descarta al Jefe de Villa.
