Cloture

Le cloture est une motion ou un processus dans la procédure parlementaire visant à mettre le débat rapidement. On l'appelle également la fermeture ou, officieusement, une guillotine. La procédure de cloture est originaire de l'Assemblée nationale française, à partir de laquelle le nom est pris. Clôture est le français pour "fin" ou "conclusion". Il a été introduit dans le Parlement du Royaume-Uni par William Ewart Gladstone pour surmonter l'obstruction du parti nationaliste irlandais et a été rendu permanent en 1887. Il a ensuite été adopté par le Sénat des États-Unis et d'autres législatures. Cloture is a motion or process in parliamentary procedure aimed at bringing debate to a quick end. It is also called closure or, informally, a guillotine. The cloture procedure originated in the French National Assembly, from which the name is taken. Clôture is French for "ending" or "conclusion". It was introduced into the Parliament of the United Kingdom by William Ewart Gladstone to overcome the obstruction of the Irish nationalist party and was made permanent in 1887. It was subsequently adopted by the United States Senate and other legislatures.
