En 1989, la loi sur les permis adoptée par le gouvernement conservateur de Margaret Thatcher permettait à un pub attaché de stocker au moins une bière invitée dans une brasserie différente. La Commission des monopoles et des concentrations était préoccupée par le fait que la concentration sur le marché des six grands brasseurs à 75% représentait une situation de monopole. L'ordonnance sur l'approvisionnement en bière de 1989 a permis aux publicains d'acheter des boissons sans bière provenant de n'importe quelle source et de vendre au moins une bière de brassage d'une brasserie différente. En plus de cela, bon nombre des plus grands brasseurs ont été forcés de vendre beaucoup de leurs pubs, dans l'intention de devenir des maisons libres ou de passer à des brasseurs plus petits, ce qui augmenterait le choix et le libre-échange. La conséquence involontaire de cette loi était que les brasseurs vendaient leurs pubs moins rentables. Toutefois, suite à une révision du gouvernement en 2000, les ordres de la bière ont été abrogés au début de 2003.
