Au Congrès des États-Unis, une résolution conjointe est une mesure législative qui nécessite l'approbation du Sénat et de la Chambre et est présentée au Président pour approbation ou désapprobation. Cependant, les résolutions conjointes utilisées pour proposer des amendements à la Constitution des États-Unis n'exigent pas l'approbation du Président. Généralement, il n'y a pas de différence juridique entre une résolution conjointe et un projet de loi. Les deux doivent être passés, exactement de la même manière, par les deux chambres du Congrès, et doivent ensuite, à une exception près, être présentés au Président et signés par lui pour devenir une loi. Les lois adoptées en vertu d'une résolution conjointe ne se distinguent pas des lois adoptées par un projet de loi. Bien qu'un projet de loi ou une résolution conjointe puisse être utilisé pour créer une loi, ils sont utilisés différemment dans l'utilisation actuelle. Les projets de loi sont généralement utilisés pour ajouter, abroger ou modifier les lois codifiées dans le Code des États-Unis et douze lois annuelles sur les crédits.
