La governance si riferisce a "tutti i processi di governo, siano essi intrapresi da un governo, da un mercato o da una rete, sia su una famiglia, una tribù, un'organizzazione o un territorio formali o informali, sia attraverso leggi, norme, potere o linguaggio". Si tratta di processi e decisioni che cercano di definire azioni, di concedere potere e di verificare le prestazioni. In termini generali, la governance avviene in tre modi generali: ▪ attraverso le reti che coinvolgono partenariati pubblico-privato o con la collaborazione di organizzazioni comunitarie; ▪ attraverso l'utilizzo di meccanismi di mercato in base ai quali i principi di mercato della concorrenza servono ad assegnare risorse mentre operano nel quadro della regolamentazione governativa; ▪ attraverso metodi top-down che riguardano principalmente i governi e la burocrazia statale. Per distinguere il termine governo dal governo: "governance" è l'attività concreta che riproduce un'organizzazione formale o informale. Se l'organizzazione è una forma formale, la governance è principalmente su ciò che fa il "governo" competente. Se l'organizzazione è informale, come un mercato, la governance è principalmente sulle norme e le norme che guidano l'attività pertinente.
