Un superstato è un agglomerato di nazioni e / o stati, spesso linguistici e etnicamente diversi, sotto una sola struttura amministrativo-amministrativa. Questo è distinto dal concetto di superpotenza, anche se questi sono spesso visti insieme. È anche diverso dal concetto di impero, dove una nazione domina altre nazioni attraverso potere militare, politico ed economico, come nell'Impero romano, anche se un impero può essere anche un superstato, come nell'antica Persia, nell'Impero russo, in India e Cina. Un esempio di un piccolo superstato sarebbe la repubblica di Jugoslavia prima della sua rottura alla fine della guerra fredda. Un esempio di un antico superstato sarebbe la Cina, sotto varie dinastie. L'euroscettico afferma che l'Unione europea è un esempio attuale di un sovrastato emergente. Gli Stati multinazionali come il Canada e la Federazione Russa non sono considerati superstati. L'ex Unione Sovietica, pur essendo costituzionalmente definita come unione delle repubbliche, era di fatto un superstato dovuta a una grande diversità culturale e linguistica tra le sue etnie abitate, non si identificavano mai come singola nazione sovietica nonostante la dottrina ufficiale.
