Budaya adalah konsep moden berdasarkan istilah yang pertama kali digunakan dalam zaman klasik oleh pengarang Rom Cicero: "cultura animi". Penggunaan istilah non-pertanian istilah "kebudayaan" ini muncul kembali di Eropah moden pada abad ke-17 yang merujuk kepada peningkatan atau penghalusan individu, terutama melalui pendidikan. Semasa kurun ke-18 dan ke-19 ia sering merujuk kepada titik rujukan umum seluruh rakyat, dan perbincangan mengenai istilah itu sering dikaitkan dengan aspirasi atau cita-cita negara. Sesetengah saintis seperti Edward Tylor menggunakan istilah "budaya" untuk merujuk keupayaan manusia sejagat.
