Portal da União Soviética v t e A Nova Política Econômica foi uma política econômica da Rússia soviética proposta por Vladimir Lênin, que o chamou de "capitalismo de estado". A NEP representou uma política econômica mais orientada para o capitalismo, considerada necessária após a Guerra Civil Russa de 1917 a 1922, para promover a economia do país, que estava quase em ruínas. A nacionalização completa da indústria, estabelecida durante o período do comunismo da guerra, foi parcialmente revogada e um sistema de economia mista foi introduzido, o que permitiu que os particulares possuíssem pequenas empresas, enquanto o Estado continuava a controlar bancos, comércio exterior e grandes indústrias. Além disso, a NEP aboliu a prodrazvyorstka e apresentou prodnalog: um imposto sobre os agricultores, pagável sob a forma de produto agrícola bruto. O governo bolchevique adotou a NEP no decurso do 10º Congresso do Partido Comunista de Rússia e promulgou-o por decreto em 21 de março de 1921: "Sobre a substituição de Prodrazvyorstka por Prodnalog". Outros decretos refinaram a política. Outras políticas incluíram a reforma monetária e a atração de capital estrangeiro.
