Un congres este o întâlnire formală a reprezentanților diferitelor națiuni, a statelor constitutive, a organizațiilor independente sau a grupurilor. Termenul a fost ales pentru Congresul Continental pentru a sublinia statutul fiecărei colonii reprezentată acolo ca unitate autonomă. În urma utilizării congresului de către legiuitorul american, termenul a fost adoptat de multe state din cadrul sindicatelor și de statele naționale unitare din cele două Americi, pentru a se referi la legiuitățile lor.
