Zboară cu zmee sau zbura un zmeu sunt termeni utilizați în politică în anumite țări vorbitori de engleză pentru a descrie o tactică, prin care un politician, de obicei prin intermediul mass-media și adesea prin intermediul unei scurgeri intenționate, ridică o idee pentru a măsura generalul și reacția publică la aceasta. În funcție de reacție, ideea primită în mod pozitiv poate fi pusă în aplicare, respinsă și refuzată dacă este nefavorabilă, nesatisfăcătoare sau ostilă. Un exemplu britanic a fost în 1885, când Herbert Gladstone, fiul liderului Partidului Liberal, William Ewart Gladstone, a scris o scrisoare către The Times, susținând sprijinul pentru Irish Home Rule.
