Un superstat este o aglomerație a națiunilor și / sau statelor, adesea variate din punct de vedere lingvistic și etnic, sub o singură structură politico-administrativă. Acest lucru este diferit de conceptul de superputere, deși acestea sunt adesea văzute împreună. Este, de asemenea, distinct de conceptul de imperiu, unde o națiune domină alte națiuni prin puterea militară, politică și economică, ca și în Imperiul Roman, deși un imperiu poate fi și un superstat, ca în Persia antică, Imperiul Rus, China.
