Terör, Fransız terörden, "korku" anlamına gelen Latince terimden türetilen "büyük korku" anlamına gelen Latince terörden, politik muhalefeti bastırmaya yönelik politik baskı ve şiddet politikasıdır. Terim, ilk önce Fransız İhtilali sırasında Jakobenler tarafından uygulanan Terör Hükümdarlığı için kullanıldı. Modern terör olayları arasında kırmızı terör ya da beyaz terör bulunmaktadır. Modern terörizm gelmeden önce, İngiliz dili "terörizm" terimi bazen terörle değiştirilebilir olarak kullanılmıştır. Terörizmin modern tanımı korkuyu yükseltmek amacıyla rasgele seçilen hedeflerde ceza veya yasadışı şiddet eylemlerine atıfta bulunmaktadır. Sınırlı bir siyasi tabana sahip aşırılık yanlısı gruplar veya asimetrik savaşta zayıf taraftaki taraflar tarafından uygulanmaktadır. Diğer taraftan terör, hükümet ve kolluk görevlileri tarafından, genellikle devletin hukuki çerçevesinde uygulanmaktadır.
