Luak Inas, located between the district of Kuala Pilah and Tampin area, is among the oldest Luak compared to other Luak in the Pregnant Land. During the merging of nine small states to form Negeri Sembilan, Luak Inas was known as Jelai. It is in conjunction with the name of a major river that spans this Luak. Its residents consist of migrants from the Minangkabau District in West Sumatra who have explored the land, resided and married the Orang Asli in this area. Luak Inas is headed by Datuk Penghulu Luak who is the highest customary leader in his Luak. In the past, the Law was called because of its power in the Law as the Law, but because the allowance received from the government was relatively low, the local community looked at him unlike the Title Law for Datuk Penghulu Luak Inas was 'Datuk Johan Pahlawan Walat Kuala Dioh' as recorded in the seal that was acknowledged by the Sultan of Johor in 1760 which is still stored by the incumbent Datuk Luak Inas.
