En las relaciones internacionales, la ayuda es - desde la perspectiva de los gobiernos - una transferencia voluntaria de recursos de un país a otro. El humanitarismo y el altruismo son al menos en parte un objetivo de la ayuda. Puede tener otras funciones también: puede darse como una señal de aprobación diplomática, o para fortalecer a un aliado militar, recompensar a un gobierno por el comportamiento deseado por el donante, extender la influencia cultural del donante, Donante para la extracción de recursos del país receptor, o para obtener otros tipos de acceso comercial. La ayuda puede ser proporcionada por individuos, organizaciones privadas o gobiernos. Los estándares que delimitan exactamente los tipos de transferencias que cuentan como ayuda varían. It may have other functions as well: it may be given as a signal of diplomatic approval, or to strengthen a military ally, to reward a government for behaviour desired by the donor, to extend the donor's cultural influence, to provide infrastructure needed by the donor for resource extraction from the recipient country, or to gain other kinds of commercial access. Aid may be given by individuals, private organizations, or governments. Standards delimiting exactly the kinds of transfers that count as aid vary. For example, aid figures may or may not include transfers for military use: the United States, for example, included military assistance in its aid figure until 1957 but no longer does. The most widely used measure of aid is "Official Development Assistance".
